Leadership Development Program

Phoenix TS developed this Plan of Instructions (POI) and training schedule as the best solution to support a government agency’s need for a high quality and targeted leadership program developed uniquely for their non-supervisory employees at the GS-11 grade level and below.

Phoenix TS designed this POI to elicit the following results for each individual upon program completion:

  1. Recognize their personal strengths as a leader and apply them to workplace situations.
  2. Apply the principles of effective leadership to workplace situations.

This POI represents a program ranging approximately 5 months in length to be delivered for 30-40 participants and is structured to offer a blended learning environment that utilizes a variety instructional approaches including:

  • Experiential learning
  • Segmented classroom sessions of various sizes to further drive conversation and understanding regarding workplace application
  • Interactive class discussions
  • Individual learning assignments
  • Developmental learning plans
Emerging Leader

Program Description

This program begins with the individual, adds the skills and behaviors necessary for leadership, and then helps the participant put those pieces together to develop into confident and successful leaders. Students complete a DiSC assessment for each session. The results of the assessment are followed by an individualized coaching session to explain and analyze the participant’s profile. Next, participants will receive instruction on key leadership principles. Throughout the program, participants will be building a business case as part of a capstone project that encompasses lessons learned throughout.

Instructional Approach & Strategy

This program incorporates a variety of instructional approaches including the following:

  • Direct instruction – Presenting new concepts and processes
  • Interactive instruction – Class discussions, group activities, paired activities
  • Experiential learning – Application of DiSC profile to content, Individual activities, Capstone project
  • Independent study – Individual activities, action learning assignments, Capstone project

Assessment Strategy

Participants will be assessed through class participation in individual and group activities, as well as class discussions, and on their capstone project.

Coaching Strategy

All participants will receive multiple individualized one-on-one coaching sessions to review their DiSC assessment results and focus on leveraging or mitigating behavioral tendencies as effective in various leadership-related situations. Additionally, these coaching sessions will be used to collaborate on and build an individualized Developmental Learning Plan.

DiSC Workplace Assessment

DiSC Workplace Assessment

Participants will complete a DiSC Workplace assessment; the results of which are their DiSC personality profile. The DiSC Workplace Profile provides participants and their coworkers with a wealth of information about their workplace priorities and preferences.

Classroom Session 1

Classroom training for Session 1 will deep dive into DiSC personality styles and motivations. Through lecture, discussion, and activities, participants will learn about the most effective ways to communicate with the different personality styles in the workplace, strengths and weaknesses for personal productivity, and how to build more effective relationships in the workplace.

At the end of the 2-day session, students will be assigned a post-session action learning assignment to be completed and uploaded into their student learning portal for review by their instructor and coach.

DiSC Productive Conflict

DiSC Productive Conflict Assessment

Participants will complete a DiSC Productive Conflict assessment; the results of which are their DiSC Productive Conflict Profile. The DiSC Productive Conflict profile is designed to improve self-awareness around conflict behaviors.

Classroom Session 2

Classroom training for Session 2 will teach the cornerstone principles of productive conflict. Through lecture, discussion, and activities, participants will learn how conflict interactions may be influenced by various factors, how other people’s DiSC styles can help understand their conflict behaviors and how they may differ from each other, and how the analysis of a problem will help resolve the conflict. Session 2 concludes with individual coaching sessions that includes further analysis of each participant’s DiSC Workplace and Productive Conflict profiles. Participants will have the opportunity to present workplace situations for analysis, discuss challenges, and ask questions.

At the end of the 2-day session, students will be assigned a post-session action learning assignment to be completed and uploaded into their student learning portal for review by their instructor and coach.

DiSC Management Assessment

Participants will complete a DiSC Management assessment; the results of which are their DiSC Management Profile. The DiSC Management profile helps participants understand themselves and others better which is a tremendous use as a manager.

Classroom Session 3

Classroom training for Session 3 will follow up with the priorities and preferences of individuals regarding motivation and strategic thinking. Through lecture, discussion, and activities, participants will practice strategies for effective delegation and knowledge management. Session 3 concludes with another individualized coaching session. Participants will have the opportunity to apply their DiSC Management Profile to their own professional situations and discuss the best way to manage those in their teams.

Participants’ peers, supervisors, and colleagues will complete a DiSC 363 assessment; the results of which are their DiSC 363 for Leaders Profile. The DiSC 363 for Leaders Profile helps participants reflect on their use of a broad range of highly effective approaches to leadership. The DiSC 363 for Leaders Profile also provides three personalized strategies to become a more effective leader.

Classroom Session 5

In addition to covering innovation in government, Classroom Session 5 gives students the chance to apply all that they’ve learned about themselves and leadership to their capstone project. Participants will present, discuss, and analyze their business cases. The final coaching session will be spent discussing participants 360-degree feedback and their three personalized leadership strategies.

At the end of the 2-day session, students will be assigned a post-session action learning assignment to be completed and uploaded into their student learning portal for review by their instructor and coach.

Upon completion of the final one-on-one coaching session, Phoenix TS will arrange a final session wrap-up. This 1-day session will discuss evaluations and lessons learned from the program. Additionally, it will verify that the following learning program outcomes were met:

  • Recognize their personal strengths as a leader and apply them to workplace situations.
  • Apply the principles of good leadership to workplace situations.
